Is FCC Certification Enough to Sell a Wireless Product in Canada?

Question:

Our Bluetooth or Wi-Fi module already has an FCC ID. Can we use that approval to sell the finished product in Canada?

Answer:

No. FCC certification does not replace Innovation, Science and Economic Development Canada certification. Category I radio equipment must hold an ISED certification and be listed in Canada’s Radio Equipment List before it may be manufactured, imported, distributed, leased, offered for sale or sold in Canada.

Existing FCC test data may sometimes support an ISED application, but only when the test methods, frequencies, limits and configurations satisfy the applicable Canadian requirements. Under RSS-Gen, Issue 6⁠, Category I compliance assessments must be performed by an ISED-recognized testing laboratory. Certification must then be completed through ISED or a recognized certification body under RSP-100⁠.

If the host uses an already certified ISED radio module, separate host certification is not always required. However, the module must be installed exactly according to the certificate holder’s integration instructions, and the final product must satisfy all applicable RSS requirements, including RSS-102 RF-exposure requirements.

Host certification or a Class IV permissive change may be required when integration changes the original RF emissions or RF-exposure assessment. Handheld and wearable products also have additional host-certification conditions, particularly when they contain multiple transmitters.

Manufacturers should also note that RSS-Gen Issue 6 was published July 30, 2026, with Amendment 1 issued September 15, 2026. The one-year transition permits Issue 5 or Issue 6 applications until July 30, 2027. After that date, Issue 6 becomes mandatory for certification applications and affected equipment placed on the Canadian market.

Practical takeaway:

Verify the module’s ISED certification—not merely its FCC ID. Then review antenna conditions, RF exposure, simultaneous transmission, labeling, bilingual notices and the applicable RSS-Gen transition strategy before testing.
