Can we declare the integrated power supply “CE compliant” for EMC because our finished product passed CE testing?

No. CE compliance is declared at the finished-product level, not inherited by components. Even if the power supply is CE marked when sold as a standalone unit, once integrated into a host product, it is no longer a separately CE-marked apparatus from a regulatory standpoint.

For EMC, what matters is that the complete product, with the power supply installed and operating under worst-case conditions, meets the applicable conducted and radiated emissions requirements. The correct declaration is that EMC compliance has been demonstrated for the final product as a system. Any EMC documentation provided by the power supply manufacturer supports engineering evidence only and does not substitute for system-level EMC conformity.
