They must be made available to EU market surveillance authorities upon request, and there must be a responsible economic operator in the EU who can provide them. While the technical file need not be stored on a specific server within the EU, it must be readily accessible and provided without delay if requested by the authorities. This includes EMC test reports, safety reports, risk assessments, and the Declaration of Conformity. If you cannot produce this documentation promptly when asked, you are not functionally compliant, even if the product carries a CE mark.
